To launch additional procurement of large transport aircraft, DAPA (Defense Acquisition Program Administration) requested technology review, starting August 2020, to DTaQ (Defense Agency for Technology and Quality). The period is projected to continue till March of 2021. Initially through ‘Large Transport Aircraft procurement Program,’ DAPA planned to introduce 10x aircrafts from 2009 to 2015.

However, due to budget issues, the program ended in 2014 with acquiring only 4x C-130Js. Continuous effort was put to acquire additional large transport aircrafts, but they failed to secure the required budget. As DAPA decided to execute the program through validation of force requirement in January 2019, ‘Large Transport Aircraft Procurement (2nd) Program’ got an impetus to move forward.

Aircraft types under consideration of additional procurement are Airbus A400M, Lockheed Martin C-130J-30, and Boeing C-17. The following steps are developing required operational capability, overall program expense, and procurement method within this year through technology research, establishing the Standard Strategy for Program Execution in 2021, and securing required budget from the National Assembly in 2022. Tender notice for large aircraft procurement will be published in 2022.
